医疗过失责任不确定性对医疗成本影响的经济学分析

摘要

运用福利经济学的理论框架,分析医疗过失责任不确定性对医疗成本的影响.通过对完全信息和不完全信息条件下的医疗服务定价状况的比较,发现医疗过失责任不确定性是医生采取防御性医疗行为和医疗成本增加的根源.建议引入社会保险的医疗责任保险形式以应对医疗过失责任不确定性,提高高风险专科医生收入以弥补执业风险.%This paper analyzes the impact of medical negligence liability on medical cost by using the theory of welfare economics.We found that the low possibility of uncertainty of medical negligence was the base cause of unreasonable growth of defensive medical behaviors and medical expenses with a comparison of the pricing of medical services under complete information and incomplete information market.Therefore,it is necessary to establish medical liability insurance in the form of social insurance to deal with the liability of medical negligence and increase the income of high-risk specialists to make up for occupational risks.
