Zero memory nonlinearity can generate coherent correlation radar clutter.The paper simulated the radar sea clutter in highprecision radar by K - distribution and presented the sea clutter according with K- distribution following ZMNL. The method to produce the clutter was detailed. The clutter used the method had a good match with real sea clutter signal. It has a important meaning to the radar- electronic- war simulation and the design of radar detector.
