运输航空公司运行监督管理研究

论述了体制上成立合格证管理办公室(CMO)、技术上建立飞行标准监督系统(FSOP)的必要性及方法,通过系统构型、设计评估、绩效评估、风险管理等手段,解决了中国航空运输业的快速发展带来的跨地区运行与安全监管的矛盾,提高了运行监督管理效率.%It discusses the necessity and methods of the system development of Certificate Management Office (CMO) and the technology of Flight Standards Oversight System (FSOP).Adopting the means of system configuration,design assessment,performance assessment,and risk management can resolve the conflict of cross-regional operation in rapid development of China's air transportation with safety supervision and management,and improve the supervision and management efficacy of airlines operation.
