应急资源动员能力评价指标体系构建

摘要

构建合理的评价指标体系是进行应急资源动员能力科学评估的关键和保障。在介绍了应急资源动员概念和特点的基础上，以“应急资源动员能力=动员保障力×潜在资源”为基础，从组织体系、资源监控、机制保障、应急资源动员法律法规4个方面构建了应急资源动员能力评价的一级指标，并进一步划分为18个二级指标。应急资源动员能力评价指标体系的构建可为今后应急资源动员能力的评价奠定基础。%In this paper, on the basis of an introduction of the concept and characteristics of emergency resources mobilization, as well as the equation“emergency resources mobilization capability=mobilization support×potential resources”, we built the primary indexes in the evaluation of the emergency resources mobilization capacity on four aspects, and then further divided them into 18 secondary indexes.
