震后应急救灾物流制约因素分析及对策研究

摘要

对救灾物资存储设施、关键能源供应节点、救灾人员组织、城市生命线系统及道路系统等震后应急物流的制约因素进行分析,提出物资储备多元化、提高关键物流节点抗震等级、保障城市生命线系统正常运行以及建立应急航空物流系统等应对策略,为提高震后紧急救援阶段的救灾效果和效率提供理论支持.%In this paper, we analyzed the factors restricting the emergency logistics process after the occurrence of earthquakes, and then proposed the corresponding countermeasures to provide theoretical support to improve the effect and efficiency of the disaster relief operations after the earthquakes.
