This paper aims to analyze the reason of this situation and put out effective measures. Unreasonable system, unsuitable market needs of products, weak combat effectiveness of whole team, bad credibility, insufficient marketing efforts and insufficient end distribution are the main reasons of coming into being this situation. In order to promote the logistics development of railway parcel transport, some resolving measures, including logistics company alliance for increasing market share, reinforcement of logistics service minds, establishment and soundness of operation system and mechanism, realization of resource market allocation, establishment of scien- tific and rational parcel transport program and enlargement of marketing efforts are put out.
