面向民间图书馆发展的非政府组织能力建设研究

摘要

非政府组织在民间图书馆发展中扮演着多重角色，呈现出规模扩大、覆盖广泛、模式灵活、功能拓展等特点和趋势。但非政府组织在援助民间图书馆建设中存在能力不足的问题，进而提出建设对策包括：完善法律法规、转变政府职能、加强科学管理、健全筹资体系、壮大志愿者队伍等。%NGO libraries play in the development of civil multiple roles, showing scale, covering a wide range of models and lfexible, functional expansion characteristics and trends. However, the NGO has insufifcient capacity in aid of civil library building that countermeasures include the improving laws and regulations, the transformation of government functions and strengthening scientiifc management, improving the ifnancing system, expanding volunteer team and so on.
