论图书馆平等权中的'合理差别'原则

As the important part of right of equality, the reasonable divergence principle embodies the requirements of the substantial equality. The library formal equality guarantees the equality of opportunity of using library, but it doesn't consider the actual differences between users. And the library substantial equality take the differences into account, and it mainly aims at the disadvantage group and the realization of their library right. Library can supply the disadvantage group with library resources and help them construct the feasible ability for competition, and the social equality can be realized through the realization of the equality of ability.%"合理差别"是宪法平等权的一个重要内容,体现了实质平等的要求.图书馆形式平等确保了用户主体利用图书馆的机会平等,但并未考虑到站在同一起点上的用户间存在的个体客观差异;图书馆实质平等需要在对用户进行合理分类的基础上给予"差别对待",这种"合理差别"原则主要针对弱势群体的图书馆利用情况,通过图书馆及国家政策的支持,帮助弱势群体建立起自由人格形成及参与社会竞争所需的条件和能力,通过实现能力平等来促进社会平等的实现.
