我国开放数据政策与数据安全政策的协同探究

摘要

Data opening and sharing has become a new trend in the Big Data environment, and the issue of data security has attracted much attention. This article puts forward the necessity of collaboration between data opening policy and data security policy based on literature analysis, current situation of data opening in China, and the security problems caused by data opening policy. By applying relevant theories and specific ways and methods, it puts forward some suggestion on the collaboration of the two policies, which should caused the attention of decision-makers, policy makers, researchers and so on.%大数据环境下数据开放共享成为新趋势,由此引发的数据安全问题也不容小觑.文章从文献和我国实际国情的角度分析开放数据政策、数据安全政策的现状及由开放数据政策引发的数据安全问题,提出开放数据与数据安全政策协同的必要性;引用政策协同的相关理论、具体途径方法等,为两者的政策协同提出建议.数据开放共享与个人数据安全、国家数据安全政策的协调统一,值得引起决策者、政策制定者、研究学者等的重视.
