移民稳定事关移民生产、生活和生计，与整个社会的稳定紧密相关，不仅是一个社会问题，也是一个政治问题，特别是移民后期扶持期间的社会稳定工作，直接关涉到各级政府执政能力建设和党的政权巩固。针对移民区社会稳定问题，提出了五条对策建议：推进“法治公安“建设，确保移民合法权利；健全综合治理机制，强推警务实战化建设；坚持以人为本，畅通诉求渠道；完善应急预案机制，提升维稳处突水平；广泛宣传，增强移民法制意识。%Migrants’ stability is closely related to the migrants’ production ,daily life and livelihood ,as well as the stability of the whole society .It is not only a social problem but also a political issue .In particular ,the social stability work in the period of the later support to the migrants has a direct connection to the governance ability construction of the governments at all levels and the consolidation of the Party’s political power .As for the social stability of the migration areas ,we put forward the following strategies:promote the construction of“Public Security by Law“ to ensure the legiti‐mate rights of the migrants ;improve the comprehensive management mechanism to strengthen the construction of pro‐moting the actual police power ;insist on the people‐oriented policy to open the appealing channel;improve the emergency response mechanism to promote the ability of conducting the contingent events to maintain social stability ;publicize wide‐ly the policies to enhance the legal awareness of the migrants .
