棚户区改造政府角色定位的模式机理分析

摘要

The reconstruction of shantytowns is not only a strategy by the Central Government of China for stabilizing the housing prices,but also an effective way for solving the housing problems of the low-income people.Based on some empirical researches,this paper discusses the internal demand and external motivation concerning the reconstruction of the shantytowns,and proposes the model of“the government-led,market operation,and more public participation”with a detailed explanation of the relations of the three factors.%棚户区改造不仅是中央稳定控制房价的战略部署，也是解决中低收入人群住房问题的有效途径之一。文中从棚户区改造的内在需求及外在改造动力入手，并在实证研究的基础上，提出“政府主导、市场运作、强化公众参与”的棚户区改造动力模式，并对如何处理好三者关系进行阐述。
