领袖性格在政治决策中的作用——以美国加入国际联盟失败为例

作为美国第28任总统，伍德罗·威尔逊提出了带有理想主义色彩的“十四点纲领”，最后一条是成立一个普遍性的国际联合组织，第一次把集体安全思想引入到现实。美国是国际联盟最初倡导者，但却没有加入这一国际组织，其背后的国内政治、国家文化和领袖性格在决策过程中的影响值得思考。%As the 28th president of the U. S. , Woodmw Wilson launched the idealistic Fourteen Points, the last point of which urged to form a general association of nations under specific covenants. It was not only an overthrow of the European system of balance of power, but also the first proposal that brought collective security in to reality. Although the U.S. is the advocator of the League of Nations, the U.S. didn＇ t participate in this international organization eventually. The reasons behind this phenom- enon are worth thinking.
