丝绸之路经济带能源通道建设的战略思考

摘要

丝绸之路经济带是中国发展区域经济、实现合作共赢新机制的重要战略构想。随着中亚竞争局势的升级，美、俄、欧盟三大经济体纷纷出台区域合作发展战略，竭力争夺中亚能源的实际控制权，重塑中亚地区能源供给格局。能源通道建设是中国落实丝绸之路经济带发展战略、促成经济安全、持续、稳定发展的关键。2015年，中国经济发展面临新常态，建议尽快从能源领域落实丝绸之路经济带的发展战略，建立促成协同效应发挥的产业联动发展机制；打造以中亚能源为主的西部金融中心，形成人民币特征的区域交易机制，培养丝路建设发展急需的专业人才，增强区域经济发展软实力，逐步形成合作共赢的区域合作新机制。%The sick road economic belt is a big strategic vision to develop regional economies and to achieve win -win cooperation mechanisms.In the face of fierce competition situation,the United States,Russia,and the European Union takes more regional economic cooperation strategies to fight for the actual control of central Asian energy reshaping energy supply situation of central Asia.Building energy passageway is a crucial step to carry out development strategy of the Sick Road Economic Belt contributing to economy sustainable and stable development.2015 is the year of China faced by New Normal.Energy sector plays a crucial role in strategy implementation to develop the Sick Road Economic Belt.The mech-anism of industry linkage development facilitates synergies of projects relative to the Sick Road Economic Belt.Establis-hing western financial center shapes the regional trading mechanism characterized by RMB where central energy is the main trade category.Cultivating professional talents of the Silk Road construction development and strengthening the soft power of regional economic development will gradually form a regional win -win cooperation mechanism.
