On the basis of analyzing basic characteristics of complex systems engineering, the object evolvement was discussed from the aspects of time-variation of object, changeability of environment and cost change of usable resource. Then, autonomous harmony of organization of complex systems engineering and frangibility of complex networks were analyzed. Moreover, the operation mechanism design and dynamic game of complex systems engineering were studied and the distributed simulation framework for effect evaluation of complex systems engineering was constituted. Finally, aiming at a typical complex systems engineering (command chain for fighting back calamity), as an example a systematic analysis was carried out.%在分析复杂系统工程基本特点的基础上,从目标时变特点、环境的多变和可用资源的成本可变性三个方面讨论了复杂系统工程目标的演进性.然后分析了复杂系统工程组织自主协调性与复杂结构网络脆弱性,进一步研究了复杂系统工程运行的市场机制与博弈,并建立了复杂系统工程效果评价的分布式仿真结构.最后针对一类典型的复杂系统工程——抗灾动员指挥工程进行了系统性分析.
