At present, the traffic problems, especially the congestion, have become a thorny issue in much major cities of China. And the main cities of developed countries, New York, London, Tokyo, Seoul, etc. have experienced the most serious problems of traffic congestion in the last 40’s, 60’s, 70’s and 90’s of 20 century. Seemingly ordinary, the tide of the international industrial transfer has been hidden. From the perspective of industry transfer, the paper analyzed the transfer of industrial and traffic congestion in the big cities of the world, and then described the rule of the transfer of industrial and traffic congestion in the big cities of China. At last, the paper summarized the experience and measures of developed countries so that it can propose some strategies and suggestion to the big cities of our country.%目前，以交通拥堵为代表的交通问题已成为中国各大城市的老大难问题。而此前纽约、伦敦、东京、和首尔等世界级大城市先后于20世纪40年代、60年代、70年代和90年代经历了最为严重的交通拥堵问题。看似平淡的时间节点，背后实则暗合世界产业波转移的大潮。本文从产业转移的角度出发，分析世界大城市产业转移及交通拥堵的传递进程，描述了国内大城市产业转移及拥堵的传递规律，并总结发达国家相关经验措施，提出了一些应对当前中国大城市交通拥堵问题的策略及建议。
