Because of the diversity of transmission requirements for satellite telemetry data and the different requirements of user's observation, this paper advances a scheduling strategy of satellite telemetry based on priority. The strategy contains four layers, which are parameter priority, E_PDU priority, VCDU priority and scheduling mode priority. In this way, the efficiency of AOS is improved, and the observation requirements of satellite telemetry are satisfied at the most for the users. The customized strategy can be generated for different rates of telemetry data and some special needs of users, which makes the scheduling strategy more flexible and maneuverable.%针对卫星遥测数据对传输要求的多样性,以及用户观测遥测数据的周期要求各不相同等特点,提出一种基于优先级的卫星遥测数据调度策略,建立参数优先级、源包优先级、虚拟通道优先级和调度方式优先级四层进行综合调度,有效提高信道的使用效率,最大程度满足用户对于星载实时遥测和延时遥测的观测需求,同时提供了可针对不同速率遥测参数和用户观测特殊需求定制的遥测下传策略,具有更大的灵活性和可操作性.
