论19世纪英国新警察社会形象的变迁

     

摘要

After their establishment in 1829, the image of the British new police in the United Kingdom was so negative that they were once nicknamed as the Blue Devils, directly affecting their development and effective enforcement of the law. By the mid and late 19th century, Britain started to implement police reform, limiting the power of the new police, raising their work efficiency, and expanding their scope of services. As a result of the above-mentioned measures, the autocratic image of the police was gradually removed, a safe environment was created, the the needs of society and residents were satisfied, and the image of the new police, who are known dearly to the general public as the Bobbies, experienced a dramatic change.%自1829年英国建立新警察制度后,新警察的社会形象十分糟糕,被民众一度称为“蓝色魔鬼”。新警察糟糕的社会形象直接影响到警察的发展和有效执法。19世纪中晚期,英国启动警务改革。通过限制新警察权力,淡化警察的专制形象;提高警察效率,创造平安环境;扩大服务范围,满足社会和居民的需要等措施,英国新警察在民众中的形象发生了颠覆性变化,一跃成为“宝贝警察”。
