乡村基本治理单元及其治理能力建构

摘要

国家治理与乡土社会的双重变奏中,乡村基本治理单元保持着简约治理的基本形态.公共资源下乡的过密化,导致目标管理责任制嵌入基层民主实践,催生半正式行政结构的科层化.多种张力下的基层治理制度供给,不仅没有带来乡村社会公共性的复兴,反而使得乡村治理走向了善治的反面.实施乡村振兴战略过程中,村干部理应成为承接公共资源的接点性治理主体,也可能不受监管而坠入乡村"微腐败"的温床.现代国家要更好地造福于民,需不断提高行政村的基层治理能力,初步的构想是,建构行政村的社区福利评估能力、政策释义能力、组织动员能力和利益协调能力,助推乡村治理体系和治理能力现代化.%The basic management unit in rural areas maintains the basic form of simple governance in the dual variations of state governance and native society.The over-dense of public resources to the country-side leads to the target management responsibility system embedded in the practice of grassroots democra-cy,and causing the bureaucratic hierarchy of the semi-formal administrative structure.Grassroots gover-nance system supply under a variety of tensions,not only failed to bring about the rejuvenation of rural so-cial publicity,but has led rural governance to the opposite of good governance instead.In the process of implementing rural revitalization strategy,village cadres should become the subject of joint governance to undertake public resources,or they may fall out of regulation drop into the country's"micro-corruption"hotbed.To bring benefits for the people,modern country needs to constantly improve the grassroots gover-nance ability.The initial idea is to build the capacity of community welfare assessment,policy interpreta-tion, organizational mobilization and coordination of interests at the administrative village level to boost the modernization of village governance system and governance capacity.
