被征地农民安置制度的困境与优化

摘要

从被征地农民安置制度的演进轨迹出发,基于2740份微观调研数据,对被征地农民安置制度进行结构性解析.研究表明:不同安置制度存在不同的利益分配差序格局;"原子化"特征致使安置制度出现运行失衡;差异化供给不足、个体禀赋条件约束以及信息不对称等因素诱使被征地农民无法或无力选择,甚至出现逆选择的境况.需立足国家治理体系和治理能力现代化的战略架构考量新时代安置制度,构建"套餐式"安置模式,健全公众参与和政府回应机制,落实安置后期评估及拓宽安置帮扶服务平台.%Starting from the evolution path of resettlement system for land expropriated farmers,based on 2740 microcosmic survey data,this paper structurally analyzed the current resettlement system.The stud-ies have shown that a different pattern of interest distribution exists between different resettlement sys -tems,the"atomization"characteristics lead to the imbalance in the resettlement operation,the supply of differentiation is insufficient, the conditions of individual endowment and information asymmetry induce land expropriated farmers unable to choose,even adverse selection.A strategic framework based on the national governance system and the modernization of governance capacity is needed to examine the new era resettlement system,construct package of resettlement system,improve public participation and gov-ernment response mechanism,implement the resettlement post assessment and broadening the dimensions of helping service platform.
