广佛肇区域公共管理合作存在的问题及对策--以“广州第二机场”选址争议为例

China's further development in urbanization and better urban-rural integration requires enhanced regional co-operation and coordination in public administration. Three regions, namely, Guangzhou, Foshan and Zhaoqing are highly complementary and therefore have distinct advantage in coordinated development. However, dispute arises regarding the choice of location for Guangzhou's second airport, revealing a series of problems in regional public management partner-ship among the three aforementioned regions. Such problems include conflicts of interest, lack of coordination and orga-nization, inadequacy in legislation, regulation and performance evaluation. In order to further improve the partnership in public administration in the Guangzhou-Foshan-Zhaoqing Region, four measures should be taken. First, the respective obligation of the government in the three cities that constitute the region should be clearly defined. Also, inter-govern-mental association should be established to perform the duty of regional public administration cooperation. Meanwhile, laws and regulations governing the regional public administration partnership should be formulated and enforced. Last but not least, a scientific performance evaluation mechanism should be introduced into the partnership of regional public administration.%加强区域公共管理合作是当前我国推进城镇化建设,协调城乡一体化发展的必然要求。广佛肇三地区域发展互补性强,合作发展优势明显,但“广州第二机场”选址争议反映出广佛肇在区域公共管理合作方面还存在利益博弈、缺乏协调组织、缺乏法规和考核机制不合理的问题。完善广佛肇区域公共管理合作,就要进一步明确三地政府在区域公共管理合作中的责任,构建政府联合协会履行区域公共管理合作职能,制定区域公共管理合作的法律法规,实施科学的区域公共管理合作考核机制。
