社会背景下的科普政策——以《关于加强科学技术普及工作的若干意见》为例

摘要

考察了社会背景对科普政策的制定与出台产生的影响.从社会建构论出发将社会背景分为政治背景、经济背景、文化背景、公民背景四类,结合《关于加强科学技术普及工作的若干意见》对四类背景进行分析.认为科普政策的制定与出台很大程度上是服从于国家、政府需要的,要紧密围绕国家政治经济生活的重心而进行;将政策置于大的社会背景下分析,是对制定政策的原因及政策影响的更深层次的分析.%The impact of the social background to science policy is examined.Social background is divided into four categories from the perspective of social constructivism, which are, political background, economic background, cultural background, and civil background.Combined with "Several Opinions on Strengthen Science and Technology Popularization", the four types of background are analyzed.It is considered that, the formulation and introduction of popular science policies are largely subject to the needs of the state and the government, and should be closely centered on the political and economic life of the country.Putting policy in a large social context is a deeper analysis of the reasons for policy making and policy implications.
