The aim of the Shanghai Free Trade Zone development is to build a high standard free trade zone where it is free to invest and do business, rules are open and transparent, supervision is fair and efficient and business environment is convenient. The entry and exit agency in the free trade zone should actively cater to the opportunities and assignments its innovation and pilot experiment have brought about so as to promote the establishment of the soft environment such as talent agglomeration system, talent-serving system and unique exit and entry service, which are adaptive to international development, and should fully support its self-development.
