随着城市不断发展和扩张,一般高速公路的近城段逐渐变成了城郊高速公路,全封闭的高速公路阻隔了两侧的交流,严重制约着城市的发展,因此城郊高速公路改建问题亟待解决.从经济、技术、社会和城市等6个方面考虑,提出3种城郊高速公路的改建方案,并构建城郊高速公路改建方案综合评价指标体系.采用经过改进的模糊层次分析法:在群决策方面利用基于0-1规划的群决策,明确条件从而不再笼统的进行矩阵一致性调整.最终通过模糊综合评价对各个方案进行排序分析,比选出最优方案.通过实例验证,所提出的城郊高速公路改建方案及其优选的理论方法具有可行性,并对类似工程具有良好的指导意义及参考价值.%With the continuous development and expansion of the city, the freeway in the region has become the suburban freeway, all closed freeway cut off communication on both sides, which has seriously restricted the development of the city. Therefore, the problem needs to be solved urgently. From the six aspects of economy, technology, social and city considerations and so on, the paper puts forward the reconstruction project, and constructs the comprehensive evaluation index system. An improved fuzzy analytic hierarchy process is adopted:the group decision making is based on 0-1 planning group decision, clearing the conditions that no longer adjustment the consistency of the matrix. Finally, sorting and analyzing the schemes by fuzzy comprehensive evaluation. And it can make a comparison and a choice of the schemes. Through an example, it is proved that the proposed method is feasible, and has good directive significance and reference value for similar projects.
