Since the Third Plenary Session of the 18th CPC Central Committee has proposed “innovate the social management system” and “strengthen government procurement of public service efforts” ,the professional service of the disabled field are showing vigorous development trend .Over the years ,the pub‐lic has given the attention ,understanding and support of the people with intellectual disabilities is relative‐ly limited .Focus on the basic needs of people with intellectual disabilities ,by improving the public's con‐cept of disability ,carry out the community -based rehabilitation and community care ,seek appropriate ed‐ucational content and employment patterns ,build the people with intellectual disabilities of social support systems and other measures ,effectively promote community integration of people with intellectual disabili‐ties .%自十八届三中全会提出“创新社会治理体制”及“加强政府购买公共服务力度”以来，残障领域的专业化服务呈现出蓬勃发展的态势。多年来社会大众给予智障人士的关注、了解和支持相对有限。本论文聚焦智障人士这一特殊人群，旨在运用层次需要理论，对智障人士生理及社会需求予以分析，通过改善社会大众的残疾观念，推行社区康复及社区照顾，寻求适合的教育内容及就业模式，构建智障人士的社会支持系统等措施，有效推动智障人士社区融合。
