“善治”视角下农村社会稳定问题研究--基于山东省D县的调查分析

摘要

城镇化的发展，打破了城乡二元社会结构，加快了农村社会转型速度。然而，由此引发的社会治安问题、社会冲突问题、基层组织管理问题以及村民利益诉求与表达问题频繁发生，严重影响到了农村地区的社会稳定状况。地方政府如何应用“善治”理论解决农村城镇化建设中的此类问题，将在很大程度上关系到党和政府的权威性。文章通过分析山东省D县农村地区社会稳定的现状和影响因素，以点带面，探讨基层地方政府城镇化进程中维护农村社会稳定应采取的有效措施及要避免的问题，以期为今后其它地方政府提供一定的借鉴。%The development of urbanization breaks the urban-rural dual social structure and accelerates the pace of transformation of rural society.However, it results in the frequent occurrence of social security problems, social conflicts,basic level management issues, problems of the expression of farmers'interests and so on, which has seriously affected the social stability in rural areas.How the local governments use the"good governance"theory to settle the problems in the construction of rural urbanization concerns the authority of the Party and the government to a large extent.Through analyzing the social stability in rural areas and influencing factors of D county in Shandong province,this paper discusses the effective countermeasures to maintain social stability and the problems that should be avoided,in order to provide certain reference for the other local governments.
