The scientific evaluation system is of great significance of orientation for the fundamental education. However, there exist limitations like evaluating deviation and distorted achievement evaluation. The causes for these limitations lie in the mal-position of cognition of educational reality and lack of scientific evaluation. We should have the correct orientation of evaluation on educational administration management and on the entrance examination. On this basis, we can implement the mode of structural grade to strengthen the quality education and development of fundamental education.%科学的评价机制对基础教育具有重要的导向作用。但当下的基础教育存在着管理评价偏差和业绩评价扭曲的弊端。造成这些弊端的深层次原因是教育本体认知的错位和科学评价的缺位。建立科学的教育评价机制应端正教育行政管理的评价导向和升学考试的评价导向,实验、实施高校招生录取“结构性成绩”模式,以促进我国素质教育的有力推行和基础教育的蓬勃发展。
