目的：通过分析土地征收中的利益博弈关系，提出主体间利益博弈的协调机制。方法：文献资料法、实地调查法。结果：兰州市安宁区当前土地征收中的利益博弈主要发生在地方政府、用地单位和农村集体三者之间，且其博弈的焦点和缘由都是利益之争。结论：在协调主体间利益博弈关系时，对于用于公共利益的土地征收和用于非公共利益的土地征收，应该采取各自不同的方式和方法来协调，以既保证政府取得一定的财政收入，又保障失地农民的权益和长远生计上来协调地方政府和农村集体（失地农民）的利益，从而达到双赢的目的。%This paper surveys the land expropriation situation of Anning District of Lanzhou by using the method of literature and local investigation, then analyzes the interest game relations in the land expropriation and puts for-ward the coordination mechanism among the main subjects in the interest game.The research shows that the interest game in the current land expropriation mainly takes place in between and among local governments, the units using the land and rural collectives, and the focus of the game and the causes of struggles concentrate on interests.It concludes that in coordinating benefits of gambling among the main bodies in the public land expropriation for both interests and non-interests, different ways and methods should be taken not only to ensure the fiscal revenue of the local governments but also to protect of the rights of land-losing farmers and their long-term livelihood so as to a-chieve the win-win purpose.
