在可持续发展的大背景下，对旅游地的环境、居民、文化负责任的生态旅游是宽甸县旅游业发展的最佳选择。但是宽甸县生态旅游战略的顺利实施需要处理好四个关键性问题。第一要合理发挥生态旅游资源的外部性；第二要减少旅游收入的漏损；第三要保证宽甸县内相关的利益者有效参与生态旅游的监督和管理；最后要严格控制生态旅游的环境影响。%In the background of Suslainable development, ecotourism which take responsibility to the envi ronment, residents, and cultural can be regard as the best choice for tourism in Kuandian County in future. But in order to ensure a successful implemenLation of ecotourism strategy in Kuandian County, four key problems need to be handled. Firstly, tourism resources in Kuandian County must be rational play; Secondly, control the leakage of the economic benefits of ecotourism in Kuandian County; Thirdly, all stakeholders of the tourism industry must be ensured to participate in supervision and management of ecotourism effectively in Kuandian County; last but not least, ensure the development and operation of ecotourism is being on the way to a sustainable development absolutely.
