基于扎根理论的政府部门间信息共享影响因素研究

摘要

Using the grounded theory approach, regarding information sharing among Shanghai government sectors as research objectives, based on the data collected from in-depth interviews, we conduct an exploratory research on the influencing factors of information sharing among government sectors under e-government environment. Through three-level decoding, the determinants of information sharing can be induced into three categories:motivation factors, supporting factors and organizational factors. The functional mechanism of influencing factors on sharing behavior is analyzed, and the corresponding strategies and suggestions are put forward based on the research results.%采用扎根理论研究方法，以上海政府部门间信息共享为研究对象，以深度访谈收集的资料为基础，通过开放性译码、主轴译码和选择性译码，对电子政务环境下政府部门间信息共享影响因素进行探索性研究，得出影响因素的三大类属：动力因素、支持因素以及组织因素，分析了三类因素对共享行为的作用机制，基于研究结论提出了相应的对策建议。
