城市水灾害突发事件情报分析框架构建

摘要

随着我国城市化进程不断加快，城市水灾害突发事件频发，其导致人员伤亡严重和财产巨大损失。因此，为了有效预防水灾害突发事件发生和降低灾害所导致的损失，迫切需要提高城市水灾害突发事件预警和快速响应能力。以情报学的视角，明确城市水灾害突发事件情报分析基本要素，以城市水灾害突发事件为对象，以畅通的情报流为基础，通过城市水灾害数据采集与清洗、事件关联以及情报融合等主要环节，构建城市水灾害突发事件的情报分析框架，全方位分析水灾害突发事件的事前预防、事中控制、事后总结和分析，为城市水灾害突发事件应急决策提供科学依据。%With the accelerated process of urbanization, urban water disasters causing severe loss of life and property appear more fre-quently and we are in desperate need to improve the early warning and rapid response capability of urban water disasters to help prevent wa-ter disaster emergencies and reduce the losses caused by disasters effectively. In this article, from the perspective of Information Science, taking the urban water disaster emergency as the object, on the basis of smooth information flow, the basic elements of intelligence analysis of urban water disaster emergency are identified. The information analysis structure of urban water disaster emergency is built via the criti-cal links of data acquisition and cleaning, event correlation and intelligence fusion. The beforehand prevention, concurrent control, and af-terwards summarizing and analysis of water disaster emergencies are analyzed comprehensively, and the scientific basis of decision-making for urban water disaster emergencies is provided.
