[目的/意义]技术创新不是一个企业孤立的行为，创新研究的视野已从单个企业内部转向整个产业环境的视角。通过产业竞争情报对产业创新环境的实时监测，有助于提升企业技术合作与技术创新、实现资源要素的合理配置以及产业的合作布局。[方法/过程]将创新环境理论引入产业竞争情报的工作当中来，提出产业创新环境应包含政策环境、市场环境、技术环境、舆论环境等四部分。在此基础上提出了基于产业创新环境视角的产业竞争情报分析框架。[结果/结论]在理论研究的基础上，对高新技术产业竞争情报服务平台进行了设计与构建，设有政策环境分析、市场环境分析、技术环境分析、舆论环境分析四个主要模块，平台以生物医药产业为例进行了展示，从而可以直观地跟踪与预警生物医药产业创新环境的变化，为相关企业与政府部门的战略与决策提供支撑。%Purpose/Significance] An enterprise alone cannot accomplish technological innovation, so research on innovation has shifted from single enterprise to the whole industry. To conduct industry competitive intelligence is to monitor industry innovation environment in real time and to analyze various elements that influence industry technological innovation. Such intelligence can help enterprise strengthen technological cooperation and achieve innovation, promote rational allocation of resources and collaborative industry layout. [ Method/Process] This research introduces theory on innovation environment into industry competitive intelligence study and proposes that industry innovation environment should include four parts, i. e. policy, market, technology and public opinion. Then, analysis framework of in-dustry competitive intelligence is put forward. [ Result/Conclusion] Based on theoretical research, an industry competitive intelligence service platform catering to high-tech industry has been designed and established. The platform is equipped with four main modules, such as policy environment analysis, market environment analysis, technology environment analysis, public opinion environment analysis. As an example, the platform has been applied in the practice of bio-medicine industry, which can track and alert the change of innovation en-vironment, and provide services for the strategic making of relevant enterprises and government departments.
