1994-2014年中国互联网治理政策的变迁逻辑

摘要

Purpose/Significance] Internet public policy has become an important aspect of Internet governance in China. Research on the features and evolution logic of the Internet public policies is helpful for optimizing future Internet governance system in China. [ Meth-od/Process] This paper adopts text analysis method, takes 280 files as objects, and analyzes the logical evolution of policy issue, policy subject, and value orientations by counting the frequency of policy type, policy cycle, released department, and keywords. [ Result/Con-clusion] Research shows that there are three stages of Internet governance, cooperative governance has become a trend, and security has al-ways been the value orientation of Internet governance in China.%[目的/意义]互联网治理公共政策已经成为我国进行互联网治理的重要手段，了解互联网治理政策的特征和变迁逻辑对于发现我国互联网治理特征、优化未来互联网治理体系具有一定的现实意义。[方法/过程]采用文本分析法，以280份政策文件为分析对象，构建了政策议题、政策主体及公共政策价值取向三大分析单元，对政策类型、政策周期、发文单位和政策关键词进行了统计分析。[结果/结论]研究表明，中国互联网治理政策变迁可分为三个阶段，并认为合作治理渐趋成为中国互联网的治理方式，安全始终是中国互联网治理的价值取向。
