基于反恐情报的恐怖主义渗透力评估思路探索

摘要

[Purpose/Significance]Under the current situation, globalization, localization, fragmentation and network-orientation have become the new development trends for terrorism. Different countries and areas are influenced by terrorism to different extents due to their unique political, economic, security and cultural environments. [Method/Process]Guided by eastern philosophy of holistic thinking, based on WSR system methodology,this paper tries to explore a new way to evaluate terrorism penetration based on anti-terrorism intelli-gence.[Result/Conclusion]It puts forward Terrorism Penetration Force as the core concept, and constructs an index system to evaluate the extent of terrorism penetration into a certain country or area.%[目的/意义]当前形势下,恐怖主义已呈现全球化、本土化、碎片化、网络化发展的新态势.由于各个国家和地区的政治、经济、安全、文化环境不同,受恐怖主义的影响也有所不同.[方法/过程]以东方整体哲学观为指导思想,依据WSR系统方法论的基本思路,试图探索基于反恐情报的恐怖主义渗透力评估新思路.[结论/结果]提出了恐怖主义渗透力这一核心概念,并构建了用以评估某一地区或国家受恐怖主义势力渗透程度的评估指标体系.
