中美政府在风险沟通中的社交媒体使用比较研究

     

摘要

[目的/意义]近10余年来,以新媒体崛起为标志的现代媒介发展迅速,数字媒介技术的全面应用,对于风险沟通领域的影响,几乎是颠覆性的.社交媒体成为公民参与风险沟通的重要渠道.尽管国内外已有研究表明,社交媒体在风险沟通中运用日益频繁,但鲜有研究从传播效果的视角对中美政府风险沟通中社交媒体的使用进行比较.[方法/过程]采用内容分析法探究两国风险沟通中不同管理机构和不同危机阶段在议题构建、公众使用行为、公众与政务社交媒体互动3方面的差异.[结果/结论]研究发现中国重点构建事实框架、美国重点构建行动框架;两国公众参与度高,但两国政务社交媒体缺少对公众提问的回复;中国发布的信息数量远超美国,但中国公众的正面评论率低于美国等问题.最后,基于比较结论,对我国政府有效使用政务社交媒体进行风险沟通提出意见建议.%[Purpose/Significance]For nearly ten years, the rapid development of modern media is marked by the rise of new media, with the full application of modern media technology,the impact of the field of risk communication is almost subversive. Social media has become an important channel for citizens to participate in risk communication. Although domestic and foreign research has shown that so-cial media is increasingly used in risk communication,there is little research to compare the use of social media in Sino-US government risk communication from the perspective of communication effects. [Method/Process]This study uses content analysis to explore the differences between the different management institutions and the different crisis stages in the two countries'risk communication in terms of problem building, public use behavior,public and government social media interaction.[Results/Conclusions]It is found that China fo-cused on the construction of the actual framework,the United States focused on building the framework of action;the two countries' pub-lic participation is high, but the two countries' social media lacks of public response to the question; China released the information far more than the United States, but the positive comment rate of the Chinese public is lower than the United States. Finally, based on the comparative conclusion, the government should effectively use the government social media for risk communication advice.
