我国金沙江上游水电开发风险分析与风险管理研究

摘要

Hydropower development plays an important role in the sustainable develepment of energy in China. But there are many risks in the hydropower development. For example,the Jinsha River hydropower faces poor natural conditions,traffic inconvenience and poor geological conditions. If we can not manage the risks in the Hydropower development well,there will be huge losses. In order to achieve the sustainable development,we need to establish the comprehensive risk management concepts,and practice all kinds of risk management methods.%水电开发对实现我国能源的可持续发展具有重大的战略意义。然而,一项水电工程的建设面临众多的风险,一旦管理不当,将对整个水电开发带来无法挽回的损失。金沙江上游水电梯级开发风险众多,自然条件恶劣,交通不便,地质条件差,库区淹没大,移民问题复杂,需要我们树立全面风险理念,并切实开展全面风险管理。本文拟对金沙江上游的水电开发风险进行分析,并提出相应的风险管理对策。
