本文从内生竞争力和外生竞争力两方面影响因素构建了高技术产业集群竞争力评价三级指标体系,用AHP-熵值法综合确定指标的权重。基于维度和阈值改进的指数型功效函数构建了高技术产业集群竞争力评价模型,再由组合赋权法得到综合评价值,由此反映集群竞争力的强弱。对2004~2013年京津冀高技术产业集群进行实证检验,发现京津冀高技术产业集群竞争力整体呈现逐年增长的趋势,2004~2011年竞争力增长率较低,增长速度较慢;2011~2013年增长率提高,增长速度明显加快。%We construct three-level evaluation index system of high-tech industry cluster in terms of endogenous competitiveness and external competitiveness , and determine the weight of every index by AHP-entropy method . Based on the exponential function with improved dimension and threshold , this article develops the competitiveness evaluation model of high -tech industry cluster . Then we can obtain the comprehensive value which can reflect the cluster competitiveness by a combination weighting method . Finally ,we carry out an empirical test of high-tech industry cluster from 2004 to 2013 . And we find that :the competitiveness of high-tech industry cluster pre-sents a trend of increasing in Beijing , Tianjin and Hebei ;from 2004 to 2011 , the competitiveness increases slowly , but achieves a rapid growth from 2011 to 2013 .
