土地流转经营产业链建设与金融支持研究--来自湖北禾丰粮油集团的案例

近年来土地流转经营在政策支持、理论研究、实践运作等方面已开始“试水”，并取得较好成效。本文选取湖北省禾丰粮油集团为案例，总结土地流转经营中“禾丰模式”的探索与实践过程，指出构建完整的产业链条是土地流转经营的关键所在。这需要在政府指导、土地运营、政策配合、项目配套多方支撑的基础上，着力构建起政策性金融与商业性金融的联动政策支持体系，为土地流转经营提供完善的金融服务与资金支持。%In recent years, land circulation and management has begun and achieved good results in terms of policy support, theoretical research, practical operation and other aspects.By selecting the case of Hefeng foodstuff and edible oil group in Hubei province, this paper has concluded the exploration and practice process of “Hefeng model” in land circulation and management, and pointed out to build a complete industrial chain is the key to land circulation and management.It requires to build correlated policy support system of policy finance and commercial finance on the basis of multi-party support by government guidance, land op-eration, policy cooperation and projects support, which provides comprehensive financial services and support for land circulation and management.
