当代中国政治合法性的生成历程--基于事实与价值的二维分析视角

The argument of the political legitimacy contains two factors:the fact judgment and the value judgment.The former pays much attention to the established political rule,but little attention to recog-nized value basis;the latter focuses on the value appeal on which the established political rule relies.Before the reform and opening-up,the Chinese political legitimacy was based on more communist ideological val-ue judgment,while after the reform and opening-up,fact judgment began to prevail.With the deepening reform and the development of value pluralism,the consolidation of the Chinese political legitimacy should achieve an effective balance between fact and value.%关于政治合法性的论证中，包含着两层因素，即事实性判断与价值性判断，前者注重既定政治统治被认可的事实，而对被认可的价值依据关注甚少，后者更多的是注重既定政治统治所赖以存在与延续的价值诉求。改革开放之前，我国政治合法性更多的是基于共产主义意识形态的价值性判断而形成的，改革开放以后，对民众认可的事实性判断开始凸显。但随着改革进程的深入，民众的价值诉求多元化发展，从而陷入了“政绩合法性困局”。在价值多元的背景下，我国政治合法性的巩固，理想的选择应是在事实与价值之间实现有效的平衡。
