市民文化是指引城镇长远走向的灵魂，是城市文化的基点。城镇化进程中市民构成成分复杂化使得市民学历水平不高，城市公民素质不高，而市民文化现状也不如人意：公共文化娱乐场所利用率不高；市民对市民文化认识非常淡漠；市民文化活动缺乏常态化；市民业余生活比较单调。针对此现状提出相应对策：积极培育市民文化，加大宣传力度，强化市民的市民文化理念；从小抓起，加强公民素质教育，要通过建设学习型城市、利用衡水的教育资源办好市民学校、建设企业文化等方法，切实提高市民素质。% Civic culture is the soul which guides the development of the towns in the long run, and it is the basis of civic culture. In the process of its urbanization, the complicated composition of the citizens in Hengshui city reveals their low-levels of education and low quality in the whole. Meanwhile, the civic culture is below people’s expectation for the not being fully used public cultural entertainment places, less stressed cultural construction, irregularly arranged cultural activities and monotonous amateur life. According to the above analysis some corresponding countermeasures are raised as follows: to cultivate actively the civic culture, increase the propaganda and strengthen citizens’ culture consciousness; to enhance quality education to improve citizens’ quality by building up learning-type city, managing schools well in making full use of education resources, strengthening enterprises culture and so on.
