Haze refers to a kind of disastrous weather,which is quite common in urban areas.In 2013,haze began to appear more frequently in China,which aroused widespread concern and discussion.During the process of industrialization,due to the rapid development of national economy and the ignorance of environment protection,the United States,as the representative of western developed countries,had also suffered a lot from haze for a long time that the country gradually came up with some solutions to deal with the problem effectively.Nowadays,China is haunted by haze.On the basis of disaster system structure,this article demonstrates that haze is the product of com-prehensive function of the disaster system structure which consists of hazard -inducing environment,hazard-indu-cing environment and hazard-affected body from the primary concept and point of the system structure.Taking the Beijing-Tianjin-Hebei Region and Los Angeles as examples,it points out the necessity of understanding haze,the formulation of regional and national measurements,the introduction of laws and regulations.It summarizes experi-ence from the United States in administrative legislation,technical standards,and social participationthat can be used to strengthen and improve China's capability in haze emergency management.%文章以中国京津冀地区和美国洛杉矶地区为例，分别从孕灾环境、致灾因子以及承灾体三个方面对两个地区的雾霾治理措施进行对比分析，总结美国在行政立法、技术标准、社会参与等方面可资借鉴的经验。为加强和改善中国雾霾应急治理工作，提出从孕灾环境方面，应着重出台相关政策措施，调整当地产业结构，合理规划京津冀地区城市用地，妥善处理好人口—环境—资源问题；从致灾环境方面，在明确导致雾霾产生的主要原因的前提下，应加大机动车排污治理力度，切实贯彻执行《大气污染防治法》，把针对雾霾的应急治理措施落到实处；从承灾体方面，地方政府应鼓励企业、发动民众共同参与，全社会合力治理雾霾问题，力促京津冀地区蓝天常在。
