党的群众工作综合评价体系研究*

摘要

综合评价党的群众工作必须遵循系统性、科学性、可运算性、相互独立性、可操作性等原则。按照这些原则由宣传群众、教育群众、服务群众、帮助群众、组织群众、引导群众等六大因子构建党的群众工作的基本指标体系，基于这些指标体系所构成的非线性与线性混合加权综合评价模型，能综合评价和准确监测党的群众工作的开展情况。%To comprehensively evaluate of the Party's mass work must follow the systematic,sci-entific,computing,mutual independence,operational principles etc.The basic index system is con-structed in accordance with those principles above,and constituted by six elements such as:propaga-ting the masses,educating the masses,serving the masses,helping the masses,organizing the mas-ses,guiding the masses.The nonlinear and linear based on the index system weight comprehensive e-valuation model and can have a comprehensive evaluation and accurately monitor of the party's mass work.
