保障教改专家客观研究的工作机制--基于深度访谈的研究报告

     

摘要

教育改革需要专家的支持。专家的独立、中立、客观的研究,是保证教育改革健康、公正的前提。因此,要形成一套有利于专家独立开展研究的工作机制:专家组应是多元异质群体,明确专家与决策者的关系,厘清专业意见与决策间的区别,强化精细分工基础上的专业合作,增加决策前的预测研究、改造决策后的追踪评价研究。%Experts are important for educational reform.The experts’independent,neutral and objec-tive research is precondition to guarantee the sound development and justice of educational reform.There-fore,it is necessary to form a working mechanism which could facilitate experts’independent research:making experts team heterogeneous and diverse,clarifying the relationship between experts and policy makers,sorting out the difference between professional advice and decision making,strengthening the pro-fessional cooperation based on a detailed division of labor;increasing predicative study before decision mak-ing,and modifying tracking evaluation after policy making.
