自1948年朝鲜半岛北南双方分别建立独立国家以来，特殊的北南关系形成，双方随即展开了对政权合法性的激烈争夺。“由谁主导统一进程”决定着未来朝鲜半岛统一政权的性质，意味着朝鲜半岛北、南两个政权必然有一方将退出历史舞台。很显然，任何一个政权都不会容许这种情况发生。自分别建立政权以来，朝鲜半岛北南双方在制订各自政策时，其政策目标的确定以及对对方目标的评估均是基于自身的潜在实力。正是因为对阵的北南双方实力差距的存在，他们在不同时期制定的政策，往往表现出相互间的对立。半岛北南实力的消长是双方关系格局演变的基础。%Since the independent states of South and North Korea were founded in 1948, the two Koreas have contended on the legality of their powers .Remarkably, each regime does not want to withdraw from the historical stage.Each Korea formulates its policy and judges the aim of the other side depending on the potential strength of its own.Due to the difference of national strength , the Koreas often formulate opposed policies .The growth and de-cline of the two sides are the basis for the change of the pattern of relationship .
