非洲联盟促进性别平等的政策和机制探析

     

摘要

To implement the UN's Millennium Development Goals (MDGs), the African Union (AU) has formulated a series of polices, such as the Protocol of Maputo, whilst also explicitly putting forward in its statutes established gender units in every department and regional economic community, setting up the'African Women Fund'as the foundation and establishing the specialist"Gender Management System". Under the protection of these policies and systems, African countries in the AU have amended their sexual discrimination laws, promoted the enactment of new legislation and improved women's power in decision-making and their active participation in reconstruction for peace. However, some issues remain, with some countries in the AU not implementing their gender-related policies, a lack of funding and a lack of synchronization between sex discrimination laws in theory and practice.%为了落实联合国"性别平等"的千年发展目标,非洲联盟制定了诸如《马普托协议》等一系列政策,同时,在其条例中明确提出了性别平等的原则,并在各个机构、地区经济共同体中设置了性别单元,还设立了"非洲妇女基金"作为专项基金,建立了专门的评估体系——"性别管理体系". 在这些政策和机制的保障下,非洲各国修改了反性别歧视法律,促进了新的立法产生,提高了妇女决策权,妇女积极参与和平再建构.但是,非洲联盟的性别政策还存在着在各国执行和落实不够、资金不足、性别法律和实践没有同步等问题.
