因具备较高运营效率,可缓解政府财政压力等,政府与社会资本合作模式(Public Private Partner-ships,PPP)发展交通基础设施受到世界各国推广。但在实践过程中,有大量的 PPP 项目以失败告终,给私人投资者和公共部门带来了巨大的损失。分析世界范围内25个失败的交通基础设施 PPP 项目的实施过程,寻找其失败诱因。结果表明,不完善的法律政策制度是 PPP 项目失败的主要原因。不完善的契约机制同其他多种因素共同导致项目失败。%Public-Private Partnerships (PPPs)models for transportation infrastructure construction are attracting global attention and promotion because of their high efficiency and contribution in relieving the governments'financial burden.However,many PPP programs have failed in practice,causing great losses for both the private investors and the public sectors.This study evaluates 25 cases of transportation PPPs that have failed and looks into the causes.The results show that the imperfect le-gal policy is the main cause of the failure of PPP proj ects,and that incomplete contract mechanism, together with a variety of other factors,also leads to proj ect failure.
