社会诚信缺失的原因——基于法律制度层面的考察

Lack of honesty and credit should be attributed to the belief, morality, legal system and other aspects. Moral belief reconstruc- tion can not be completed in a short-term. Therefore, analyzing impacts of law system on social credit appears more pressing. In the aspect of the legal system, whether legal system is perfect, administrative enforcement of law is normative justice, judicial credibility level as well as the laws and regulations of the popularity etc, which has a direct impact on social credit. Construction of social credit system must face the legal system and the legal problems existing in operation, and actively tries to solve them.%社会诚信缺失应归因于信仰、道德观念、法律制度等众多方面。道德信仰的重建非短期可以完成，剖析法律制度对社会诚信造成的影响显得更为迫切。在法律制度层面，法律体系是否完善、行政执法是否规范公正、司法公信力的高低以及法律法规的普及程度，均对社会诚信直接产生影响。社会诚信体系建设必须正视法律制度及法律运行中存在的问题，并积极加以解决。
