Since the 4th plenary session of 18th, CPC Central Committee set the rule of law comprehensively as the significant strategy, the study on rule of law and rule of virtue, as well as the relation between them was gradually deepened than before. In 2015, the national academic conference of rule of law and virtue was held and the scholars reached consensus on some topics. Some scholars compared with the difference of the moral centralism in China and law centralism in western country; or focused on the value coordinates in the view of topmost value, common value and basic value; or discussed the construction of rule of law based on the multi-dimensionality; or explored the combination point of rule of law and rule of virtue in the specific practice, and so on. Some scholars combined the specific experience under the view of microcosmic, and discussed some practical problems such as the institutionalization of voluntary service and relationship between the law and morality in the medical culture. Some scholars highly appraised the classical theory of human nature and the Confucian thought of social governance of China,and the ideas of law and virtue of ancient China, as well as its historical value to the grass-roots organizations. Some scholars payed attention to the realistic relationship between the construction of grass-roots organization of CPC and administration of grass-roots society, the moral culture and the construction of institutional ethics.%自党的十八届四中全会提出全面推进依法治国重大战略以来，国内关于依法治国与以德治国及其关系的研究不断深入。2015年“依法治国与以德治国相结合”全国理论研讨会的与会学者们聚焦于法治与德治二者之间的关系，分别从宏观角度分析了中国德治中心主义与西方法治中心主义两种不同的研究路径、至善－共同善－基本善三重维度下的法治价值坐标系、基于多维视角避免单边主义的法治建设以及于具体实践中寻找德治与法治的结合点等重要理论问题；从微观角度结合具体实践，探究了志愿服务制度化、医学文化中的德法关系等具体问题；从历史高度评析了中国古典人性论与儒家社会治理思想、中国古代的德治法治思想资源及其对基层治理的历史价值与意义；从现实角度探讨了党的基层组织建设与基层社会治理、道德文化建设以及制度伦理建设与德治法治建设的现实关系。
