安徽推进主体功能区建设的财政政策

摘要

安徽推进主体功能区建设,有利于促进区域的合理分工与协调发展;围绕主体功能区建设与基本公共服务均等化出台的一系列财政政策,取得一定实效,但财政体制不健全,主体功能区政策与行政区政策相冲突,相关财税政策缺乏整体协调。推进主体功能区建设的财政政策,要完善相关财政法规,设立合理的预期;打破行政区划界限,建立财政政策为基础的完备的政策体系;匹配各级政府财力与事权,进一步完善省以下的转移支付机制。%Anhui＇s promotion of construction of main functional areas is in favor of promoting the rational division of labor and coordination of regional development.For the construction of the main functional areas and the equalization of basic public services,the introduction of a series of financial policy has achieved certain results.However,the financial system is not perfect,main functional areas policy conflicts with the administrative policies and the related fiscal policies lack of overall coordination.The financial policies to promote the construction of main functional areas are as follows： to perfect the relevant financial regulations and set up reasonable expectations;to break administrative division limit and establish complete policy system based on financial policy;to match the financial resources and the responsibility of the government at all levels and further improve the transfer payment mechanism below the provincial level.
