To break the market segmentation,and establish unified and coordinated market that all the factors are free to flow is to enhance the level of urban and rural market which is equal and objective requirements of transmission of small regional economic gap switch. Based on the overall perspective of the top-level design ,this paper puts forward local government competition and administrative power under the "pattern of difference sequence"is the main cause of market segmentation,according to the experience of coopetition relationship evolution sequence region,puts forward to build a unified regional market behavior model. Finally ,based on the perspective of optimizing government governance ,officials propose remote communication and mobility based on fuzzy vision under rational expectations ,which is conducive to the establishment of a unified market area; the establishment of inter regional public sector of the economy is to coordinate the harmonious development of the boundary of the government; benefit compensation and transferring the integrity management is the important guarantee for the microscopic economic subject to support the construction of a unified regional market.%打破市场分割,建立统一、协调的全要素自由流动市场是提升城乡均等交换水平和缩小区域经济差距的客观要求.文章基于顶层设计的整体视角提出地方政府竞争和行政势力下的"差序格局"是造成市场分割的主要原因,根据区域竞合关系演进的经验顺序,提出构建区域统一市场的行为范式.并基于优化政府治理的视角考量,提出官员基于模糊视野理性预期下的异地交流和调动,有利于辖区间统一市场的建立;跨区域的公共经济部门的建立是协调府际边界和谐发展的有益借鉴;整体性治理上的利益补偿和让渡是争取微观经济主体支持区域统一市场建设的重要保障.
