论法治新常态下的社会组织管理创新

     

摘要

From three levels of the management idea,management system and operation mechanism,this paper analyzes the necessity and major problems of the social governance management innovation under the rule of the new normal. It shows that there are some problems in the social management innovation,for example,the lack of the rule of law culture,lack of civic consciousness,the rule of law constraints lagging,government- citizen relationship disharmony,incomplete legal system, lack of incentive mechanism. Social organization and management innovation need to improve the civil association rules , simplify the registration approval system ,improve the daily management system and introduce the benign competition mechanism,set up a credit rating system,strengthen the organizations regulation system,promote system of registered volunteers,and build system of volunteer service time savings.%文章从管理理念、管理体制、运行机制三个层面分析法治新常态下社会组织管理创新的必要性、存在问题,认为法治文化的缺失、公民意识缺乏,政府权力的法治化约束滞后、政社关系不顺;社会组织管理的法律体系不完善、缺乏激励机制等因素是我国法治新常态下社会组织管理创新面临的主要问题.社会组织管理创新需要健全公民结社法规,简化登记审批制度,完善日常管理制度,引入良性竞争机制,建立信用等级制度,强化组织监管制度,推广注册志愿者制度,建立志愿服务时间储蓄制度.
